The NFL 2015 calendar says the League Year starts March 10. So how is it that the Redskins can sign free agent DT Ricky Jean Francois yesterday, February 26?
The answer is in the 2015 league calendar. Teams may begin on February 10 to sign free agents whose teams have released them.

The NFL calendar is set by negotiation between the league and the Players’ Association under terms of the CBA. This calendar is more sensible for free agency than in the old system before the 2011 CBA.
