Donald Penn has said he refuses to sign his tender, thus his salary amount will be reduced by $100,000. Of course, this will be perceived as nothing more than cheapness on the part of the Glazers by the Negative Nancys out there.  Never mind that other NFL owners are also being careful whom they sign before the collective bargaining agreement is taken care of. Should Penn be signed? Sure; he is the best left tackle the Bucs have had since Paul Gruber, but even ole No. 74 had his moments with contract disputes. Gruber missed many weeks during the ’93 season, and it looked for sure as if he would be traded out of Tampa to Oakland. Of course, in the nick of time, Gruber was added back to the land ofPenn Refuses to sign, Glazers sure to be at fault by local press. Orange and Red by Hugh Culverhouse no less. That situation was nothing like this one, as media had Gruber wearing Silver and Black without a doubt. Cooler heads prevailed then, and they will probably do so here as well. Penn is not wrong to send a message, but he needs to understand he is only hurting his long term leverage once this is all over with. I think once 2011 is here and if a new collective bargaining agreement can be hammered out, the Glazers, as well as OTHER owners around the league, will spend money on players again. Lets keep in mind, These are the same people who shelled out 10 million for Antonio Bryant last year, 25 million for Clayton, 2.5 for a Kicker, and about 3 million for a coach that is now in the booth.
