Penn was a holdout for the most part of last offseason, but then the Bucs showed him the money and there was virtually no holdout for Penn. He had a long term contract, and the Bucs had a left tackle for the first time since Paul Gruber played the position in 99.
Penn is a Mark Dominik find back in 2007 when Dominik raided the Minnesota Vikings for him. After Free Agent LT Luke Petitgout went down, Penn stepped in and has been there ever since.
