So, let’s see. If a 4th line gets 9-10 minutes, that leaves 50-51 minutes for the top 3 lines, which means on average about 17 minutes for the other lines. I assume that the top line will likely get closer to 20 minutes, but not at the expense of the second line. Basically, what the Penguins want is 12 minutes for the third line. The Penguins third line is the worst.
