The Oilers’ signing of Paigin appeared to be imminent after the Condors signed him to an ATO last week. Paigin talks here about his move to North America. I recommend reading that interview.
Yesterday, someone commented on Lowetide’s blog about a tweet mentioning the signing of Shane Starrett. Here’s the tweet:

To be honest, I had never heard of this player, so here’s some info from Chris Dilks:
Starrett is a 6-5 195 lbs. goalie with tremendous athleticism that put together two great seasons for the Falcons. This past year, he posted a .925 save percentage and 1.99 goals against average, while leading Air Force to a top-15 finish nationally and the quarterfinal round of the NCAA Tournament.
Because Starrett was only a sophomore, he is not bound by the Air Force Academy’s post-graduate military service requirement, allowing him to play for the Oilers organization.
Peter Chiarelli has been busy lately. During the past two weeks, he has signed four players, the other two being college free agent Joseph Gambardella and 2014 draft pick William Lagesson.
